New authority leads
A new authority lead is a newly registered motor carrier that must file proof of insurance with FMCSA to activate its operating authority. Until the insurer files a BMC-91, the carrier cannot legally operate — so new-authority carriers are, by definition, in the market for insurance.
Why new authority means an insurance purchase
FMCSA won't grant active operating authority until proof of the required liability coverage is on file. New-authority carriers often pay $8,000–15,000+ for their first-year package, and they must buy before they can haul.
Timing matters
